Add reindex script #8

This PR gets one step further than https://github.com/PiRogueToolSuite/debian-12/pull/7 by adding a reindex script.

We have a build.sh script in https://github.com/PiRogueToolSuite/deb-packages which deals with the signing, but packages can be merged from various locations, and it seems a little easier to just have a reindex script within the repository.

It also makes sure a known key is used for the signing, without hardcoding those keys.
