In Legacy Mode It Does Not Remember Frequency Plan #20

Legacy Mode does not seem to remember the selected frequency plan for updating information. Implement and fix it.

This will inherntly be fixed with the new version of the controller as the configuration files have been moved into a YAML file first and the packet forwarder generates the files based off these settings.
