Use script to setup repository ci

• run the script to setup the repostory CI similar to how ros_controllers setus their CI because the goal is to eventually upstream these there.

I haven't used this script from @destogl before but I thought I'd try it out. It's likely overkill for this, it really just needs a colcon build and colcon test
