Need a ruleset or a change to the aca ruleset to support incoming paths through routing and/or mediating agents in the cloud.

For starters, we could use the (older) Pico Agent router, but we need code here to create, use, and discard such from an edge ACA-Pico agent.

Hm. The name Aries Cloud Agent seems to conflict with supporting an edge agent?
