version control, when do we use .dev vs .prod. #105

Our boot strap and Wrangler.js defaults to using .dev of rulesets. we need to check what the original creation of the pico was using and use that version only. This will help resolve duplicate installed rulesets in picos.

wrangler.js has been moved to a different repo. So this only applys to our bootstrapping methods.
