devtools rid and bootstrap rid needs to be updated. #111

Picolab/devtools website uses rulesets that point to kre/devtools repo, which would allow development team ability to break the production website. the new rids will need to be added to b16x24 (system_credentials) before the production site can be updated to use them.

What RIDs specifically?

I would like b507901x0, b507901x1 and b507901x2 to have system credentials as well. they are my copy of bootstrap, wrangler, and devtools rids.

b507199x13 and b507199x14 are now pointing to picolab/devtools bootstrap and devtools rids. As soon as those are added to system credentials we can update devtools to use them.
