bootstrap now checks for devtools and wrangler. if ether are missing it
installs all core rulesets. bootstrap only checks for .prod of both rules. on the development website this should be changed to check for wrangler.dev instead of wrangler.prod. devtools_prod.krl is updated to use wranglers new
