We need to warn users when they're installing possible duplicate rulesets with the same RID root (e.g. b16x24). When you have duplicate rulesets installed, all events will be handled twice.
This wont keep people from installing the same ruleset twice, since you could register two rulesets that point to the same code. It's just helps to warn developers of there possible bug.
