[Idea] Regarding default questions creation time #97

Is your feature request related to a problem? Please describe.

  1. If default questions are created with Course meta created, people might not access certain courses
  2. If create on query, will add additional db query time to the response

Describe the solution you'd like

  1. Provide a API for admin to upload course meta and course instance instead of through db backend directly
  2. Create default questions after course meta are created

Choose the above solution as most of the courses will be covered after fall and spring semester and people will need to use them.
