Added new "quests.quest.tab" permission node

Thank you for this PR (along with #2187 and #2188).

I'm afraid this functionality is too niche. In nearly two years of having tab completion available this is the only request I've seen to hide them entirely. Consider either utilizing your fork or a plugin designed for this like https://www.spigotmc.org/resources/68767/

Another option may be to install QuestsGUI, depending on your use case.
