Where to set date format? what kind of #91

What steps will reproduce the problem?
1.when update date field
2.
3.

What is the expected output? What do you see instead?
Date field values should be exactly the same value with CSV's.

the result is :there is one day variance between what system shows and my csv 
files data. 

My locale setting is china, Time zone: GMT8;
I use the same account to upsert data.

What version of the product are you using? On what operating system?
2.3.0  win8

Please provide any additional information below.
what's the locale setting ? or date format setting? I am now in GMT+8 for data 
update.

I know the answer already.

We need to write the the properties by ourselves in the "config.properties" 
files in the "config" folder.

sample like:
sfdc.timezone="GMT+8"
process.useEuropeanDates=true
