I've never tried adding a PWA itself. Can you make a shortcut to the PWA on the desktop (make one, don't use the one that is there) and see if that helps?
I had to manually make shortcuts for Store apps, so that is why I'm suggesting it - don't know that it will work.

When you install a PWA in Edge you can pin it to your taskbar or start menu (you can also create a shortcut on your desktop, but I don't think it's one of the options you get when you initially add the PWA). I tried right clicking on the shortcut pinned to my taskbar, then clicking "open file location" which opened Explorer at "All Apps" and I created a shortcut to the PWA from there, then adding that shortcut in Taskbar Groups, which is what didn't work.
Creating a desktop shortcut from the PWA settings in Edge itself and then adding that shortcut did work! Which I didn't think of trying until reading your reply xD Thanks!
