Add "Edit layout field group" button on the layout actions. #159

Describe the solution you'd like

Add "Edit layout field group" icon button on the layout actions (could be a pencil dashicon) When you click on it, it opens a new tab to edit the layout field group. This icon button would show only for people with capabilities to edit Pilo'Press layouts.
