Describe the bug Target content layout from Locked content is available on ACFE archives (option page)

To Reproduce

Create an ACFE archive for a post-type
Go on the ACFE archive edit page
Click on "Add" to add a layout on the archive
Target content layout is available in the builder on this page but it shouldn't

Expected behavior Target content layout from Locked content is available only on "Locked content" posts.
