Add command to enable/disable object cache #105

For WordPress sites, even though we have the option at site creation, it would be convenient to be able to run a command on an existing site to quickly enable or disable the object cache, and to check its status: pilothouse object-cache enable pilothouse object-cache disable pilothouse object-cache status
