Change site-specific config file from config.yml to pilothouse.yml #129

The name config.yml is too generic. For clarity, and also consistency with other software e.g. WP-CLI, the site-specific config file should be renamed to pilothouse.yml.

Backwards compatibility with existing local sites needs to be maintained.
