Adding RL4LMs to the repo.

[ ] Removed dependency on RL4F. Moved to .RL4F temporarily. Once v1 is available, we should remove it from the path entirely.
[ ] Generate and add SFT dataset
[ ] Write script for SFT
[ ] Write script for PPo
