Tags need to be user-defined by name. A task needs to be able to have multiple tags assigned (or none).
One thing that needs to be settled is whether tags are per-project, or global (usable across any projects) - I think the former makes more sense.
In the UI, these should be assignable in the TaskCreator.
Sadly there's no mockup for that, but the first thing that comes to mind is:
Tapping the tags area opens up a dialog where you can toggle each tag on/off via a checkbox - there would also be a button to add a tag.
Alternatively, the tag editor could be shown in-line, hidden by default and expanding when the tags field is clicked, like the task lists for projects in TaskExplorer.
