Describe the bug Vanilla tools starting at Iron level show as needing level5 in their respective skill. IE Mining for Pickaxe and Gathering for Axes. Tinker's construct tools bypass this system. Found by crafting both an vanilla and tinker's iron axe, Cannot use the vanilla but can use the tinker's.

To Reproduce Steps to reproduce the behavior:

  1. Craft Vanilla Iron Axe
  2. Craft Tinker's Iron Axe
  3. Have less than 5 gathering skill
  4. Observe that you cannot use the vanilla axe due to lack of skill, but can use the Tinker's axe.

Expected behavior Tinkers tools to use the same level restriction that vanilla tools have.

Removed all Reskillable requirements for early builds. Will add them back when we have functional skills.
