Add layer support to the level editor #13

The Pingus engine does support hotspot objects that can parallax scroll, but 
the editor supports them rather badly, so they get hardly used and in turn all 
levels in Pingus have rather uninteresting backgrounds. This problem should be 
fixed by allowing the creation of layers in the editor to allow the creation of 
complex backgrounds easily.
