ci: Add matrix for CI (ubuntu, windows, 3.7, 3.8, 3.9) #48

Toolkit should have continuous integration tests for windows (currently only ubuntu), and for each of the latest python versions: 3.7-3.9.

Example of this relatively easy task is here.
