Address #1 - extend docs for local execution #2

Hello,

I got the webserver running locally. I took the liberty to extend the docs with the steps I followed.

The less obvious thing was that the CellAnn_version1.0.zip had been compressed with an algorithm different than the one the normal unzip command uses.

We realized that downloading the zip does does not resolve the LFS reference, therefore cloning and initialization of the LFS plugin in the new clone is required in the new clone. I updated the docs accordingly.
