Fly flag permission is bug

Describe the bug res pset fly causes everyone to fly unless you set / res set fly false

To Reproduce Steps to reproduce the behavior:

1. /res pset (user) fly t
2. See all flying (and don't lose his fly when leaves his residence)
3. Execute command '/res ....'
4. See error

Expected behavior Prevent everyone from flying

Additional context If you set /res set fly f before do the pset there are no errors
