In theory, Offline Mode doesn't require the blockchain files. The inner workings of Treasure Chest however still expects the full directory structure. The '~/.komodo/PIRATE/blocks' directory was only created when choosing Online Mode. This patch changed the initialisation to create 'blocks' both for online & offline mode.
