Assigning points in the skills tutorial doesn't properly advance dialog #172

So, once you assign skill and ability points in the tutorial, Malcolm is supposed to have dialog for when you assign the points acknowledging that you have assigned the points, but instead, he acts like you still need to assign them, this is very easily overcome by just telling him to forget about the skill points, but I do remember him having some dialog specifically for when you successfully assign all the points and he's supposed to have different dialog acknowledging that you did it. I think this may be happening in build 14 also, this is me just being nit picky on the bugs now, this is lower priority, but I think it should be fixed before final release.

Still happening in Alpha 21, may be a bug in Build 14 as well.

I'd argue this is not a bug, because the same thing happens in Build 14, and while trying to debug #46, I could not find any code that would make this behavior even possible.

Oh, huh, weird, why do I remember it having dialogue for that? Well, if we could add it, that would be nice.
