ban time format from seconds to minutes #12

For end user it would be easier to use ban times in minutes.

to be honest, idk if my code is correct but seemed to work, and i stopped using this. I would rather use cs2fixes from source2ze they have better admin plugin u just have to disable things in the code that u dont need. This one has too many bugs and u can easily crash ur server with this one. Hopefully author ill fix it bugs like when u type too big number it crashes server and ill review my submited changes.

@rcon420 i compiled, installed cs2fixes and added myself as admin. plugin works, but where is a command list or menu?
