Terms of use agreement needs to be implemented. #32

We will also need a way of asking people to agree the T&Cs and tracking who has agreed (e.g. cookie) so we don’t keep asking them. The agreement text includes this.

TERMS OF USE In order to use this Website and the Services made available on the site, you must first agree to these Terms of Use. You may not use the site or the services if you do not accept these Terms. You can accept these Terms by clicking the “I ACCEPT” button upon registration to accept or agree to these Terms. If you are using our public site without creating a registered profile, you understand and agree that we will treat your use of the site and our services as acceptance of these Terms.

The site should include a pop-up message to ask first time users to accept the terms of use and then record the acceptance so they are not asked again.

Terms and conditions are important to ensure the user understands the basis on which they use the site.
