Clean up some minor grammar issues in the README #344

Alternative for the first change: "and thereby accelerate development."

I assumed "bootstrapping is used to host old meta syntax in the new meta syntax" was supposed to be "hoist". If it's actually supposed to be "host" then "bootstrapping is used to host the old meta syntax in the new meta syntax" sounds more natural but repeating "meta syntax" twice like that is a little odd. It could possibly also be "bootstrapping is used to host the old meta syntax in the new".
