Add resizable to `WindowSettings` #7

In some cases, you might want to decide whether to make the window resizable or not.

Alternative is to always make the window resizable and all applications just have to deal with it. This is the current approach.

Under some circumstances the window might not be resizable, but the settings should work for cases when resizable is supported and you don't want it to be resizable. For example, in a popup menu.
