central config file #10

after noting which vaccinations are available at each link, i was thinking... what about a central config file? include or disable a particular brand? include / disable vaccination centers (instead of the comment it out style now)? maybe an adjustable minimum date?

could make it a bit more accessible.

(also feel free to assign this to me)
