Adding the Netherlands #83

I don't actually want to merge this yet, but putting it out there for visibility. This adds Dutch Municipalities to the tool. Right now there are 390 such regions which makes the tool a bit slow. Also due to the variance in populations for each region, it might be difficult to create an accurate map. I'm reaching out to our Dutch contact to see if there might be different regions/municipalities in the Dutch region that might be more appropriate. Attached are maps created at 50k 15k and 1k resolutions. 50k-resolution 15k-resolution 1k-resolution

Actually, are there guides on how to add new regions ? I would love to add Europe.

Answering to myself: Actually if you look at the dif in this commit, you can see what are the files that need to be added/modified.
