Photos not available offline if not yet viewed and not exported/exposed in a public external storage location.
Describe the solution you'd like
Photos shall be made available offline in there "download size" variant based on an "offline sync" mode setting with the options
only viewed images (default)
full gallery
album as soon as opened
complete hierarchy below level x (with x configurable, defaulting to 2)
Maybe also by an action that can be explicitly selected by the user to export the images.
