Adds download remote docs script #1139

This feature adds download remote docs functionality to prevent documentation versions mismatch in various repositories. Jira

I don't think adding script run in DOCKERFILE is necessary. Let's discuss that

  1. Merge without approves.
  2. Merge to master branch when we really should not do this - only when we are releasing new version this is acceptable.
