In terms of stricter standards, that will happen over time, for sure. The first question though, would be to find out whether the ue export is working as you expect, and then if the import to omniverse works as you expect. With or without standards, it's good to let vendors know what features you need from their implementation, such as morph animations.

Maybe specific VS(2022 17.4.4) or cmake(3.25.2) version will get such result

USD is really a good thing for 3D industry
ASWF is helping with the USD effort by organizing forums and community. Although the ASWF hosts many projects in the same domain, such as MaterialX, OpenEXR, and so on, there's no plans for it to also take on USD. ASWF is however a place where developers with similar interests spend a lot of time :)
