Huge battery drain when using #2271

Expected Behavior

CPU Frequency changes dynamically low frequency at light loads, high frequency at high loads

Current Behavior

The frequency of two powerful cores is fixed at the maximum frequency, even when there is no load

Possible Solution

Steps to Reproduce

1. Download CPU-Z or Throttling test app
2. Look at cpu frequency

/device mojito /version twelve
