There is something vrong with Instagram, reddit and telegram video playing. #3265

Expected Behavior

Video in telegram Instagram and reddit play normal.

Current Behavior

Sometimes video in Instagram and reddit don't playing. Jast a picture with a round arrow when clicked on which the video does not play. and in telegrams, to play the video, it offers to open it through a third-party player.  And if you agree, then the video opens through the vlc player, but not through the built-in telegram player.
After a reboot everything is back to normal.

Possible Solution

I dont know.  but it seems that there is a dependence on the format of the video being viewed.  because it doesn't happen with all videos.  but with most of it.

Steps to Reproduce

1. Open telegram Instagram or redit
2. watch  video
3. See picture with a round arrow
4. After a reboot everything is back to normal.
