I think It's not Android 13 bug because I have 2 more devices running factory roms with Android 13 installed and it's working fine

So I don't know what could be the problem. I have tried deactivating and reactivating the three animation settings within the developer options and for now it solves the laggy effect without a phone restart

I think it's an issue with the Pixel Launcher. Go to settings > Apps > search for pixel launcher and force stop the app. After one second, everything is fluid again (try this instead of restarting)

Thanks, this method is easier. I hope that the maintainers are listening to the community to better identify the problem of these versions and find a solution. I know they are doing their best.
Real issue! Just commented here to get an update when its fixed
Possible fix that works for me on Cepheus: uninstall updates for the system app "Android System Intelligence". Since then all issues are gone. Disabling it worked too, but that caused some features to not function correctly.
Additional info: According to various reddit posts from stock Pixel users and a google bugreport ( https://support.google.com/pixelphone/thread/188916139/pixel-launcher-extreme-cpu-usage-causing-overheating-battery-drain-and-throttling?hl=en ) this is a Google related issue, probably not specific to PixelExperience.

Expected Behavior
A few days before the update, it was charging quickly, it was discharging slowly and it wasn't overheated too quickly. It also had no scroll lags on its main screen.
Current Behavior
In addition, the device battery drains quickly, charges slowly and overheats. Most often this happens when using Instagram and Telegram. Occasionally after a software update to (Android 13, PE Plus), the main Screen may start to lag for an unknown period of time. These lags are only removed by rebooting the device.

1.Use any apps for a while. 2.When using the device, you may experience lags on the main(home) screen at random.
