Describe the Bug

Scrolling through Google Discover is very choppy when using 60 Hz refresh rate. It behaves normally only on 120 Hz.

Steps to Reproduce

Enabling 60 Hz(Either setting both minimum and maximum refresh rate at 60hz, or by setting the maximum at 60 hz regardless of the minimum's value) and then enabling google discover page in the launcher's settings. After that go to the system's home and swipe right. Begin scrolling down and you'll notice the jitteriness and choppiness while scrolling down.

Expected Behavior

Smooth scrolling at 60 Hz.
