fog machine or dehumidifying block to allow players to build/remove fog #473

I've noticed that treating fog blocks as a block has made using them in world generation very janky. There should be other ways to implement them, such as:

If the player would want to use fog in a build or remove fog, perhaps they could use a fog machine or dehumidifying block. Consider it later down the line, as there are more important matters! If you need a better explanation, please say so.
