I had this issue as well on Pidgin 2.9.0, Windows 7 x64, and libsteamworks 0.3.
On computer startup, I got a "Pidgin is already running." notification, and
the Pidgin process did not start the program as normal. When the pidgin.exe
process was terminated and restarted, my Steam account did not load and the
buddy list gave the error "could not create pipe" for that account. Restarting
Pidgin did not fix the problem, but restarting Steam *did* fix the problem.

Setting Steam Friends to not automatically connect on start-up will fix this
error message. Friends will stay offline until Pidgin and libsteamworks started
up and connected to Steam. Then you are online and it should work without
problems.
