New time block design #5

Need a way to create a new time block before starting. There are a couple issues here:

  1. If we decide to go with no state saving there will be just one time block that will be able to create/edit etc
  2. If we decide to go with state saving, I believe we should use a button to create a new time block and save settings for each block/ user
