Unable to create file "" after start WinFF #106

What steps will reproduce the problem?
1. Install WinFF 1.3.1 on nonEnglish Windows
2. Run WinFF
3. Error Unable create file, OK or Cancel...

Seems to be problem with national Windows (Win XP SP3 CZ or W2000 SP4 CZ in my 
case).

WinFF is probably unable create or use CFG.XML file in user profile.
PATH to user setting in profile on CZ Windows includes national characters:
C:\Documents and settings\username\Data aplikací\...
