About the PR

This PR adds fission reactor from Mining Station 14 for settlers outpost

Why / Balance

Shrimple as: I dont like the current generator and would like to see some unique content for settlers

Technical details

This code is from almost two years outdated repository. NEVER try to port something from such outdated repos. Horrible mistake

sounds cool! A fission reactor for them sounds pretty great, the other idea was refining fish into fuel for their generator, this is way better
