Default layer (0) can be added to another layer through + button #15

What steps will reproduce the problem?

  1. Create a new layer.
  2. Select the default layer (0).
  3. Click the + button next to the newly created layer.

What is the expected output? What do you see instead? The button should be disabled, or at least the operation should not be carried out when clicked. Instead, the default layer is nested under the new layer and cannot be removed from it.
