Installer - Assign hotkey fails with fresh max installation #55

When trying to assign opening the Outliner to a hotkey during the installation in a fresh 3dsmax installation, it fails. This is because the file actionMan.getKeyboardFile() refers to does not exist...

Fixed in v2.1.3, also fixed similar potential problem with cui files (although they seem to exist with a fresh installation).
