Add New Bills to 'All Activity' filter #111

Currently we're releasing new bills each week, but there's nowhere on the site to actually see all this new content, I suggest we add the new bills we've summarised into peoples 'All Activity' feed. Thoughts?

So for example:

These would go up at a particular time each week. And once a user has more activity on their feed, the bills should move down, just like an activity card.

This can be easily done when we are syncing the new bills each week.

We should have ability to re-sync old bills as well or at least a particular bill, in case of typos or additional updates. This case happened a week ago.
