Create a new field for bills that match the following subject area

Onboard Term => Govtrack Term

"Religion" => Arts, Culture, Religion
"Drugs" => Crime and Law Enforcement
"Defense" => Armed Forces and National Security
"Politics" => Government Operations and Politics
"Gun Rights" => Guns
"Technology" => Science, technology, communications
"Economics" => Economics and Public Finance
"Social Interest" => Social welfare
