Engine version 4.13.2 and Windows 10 Creator Update potential clash

Unfortunately, for some reason engine version 4.13.2 is broken on my machine. The problem I'm having is that I don't get the Nodes menu pop-up in blueprints. So on right click or dragging from one of the existing nodes doesn't get me anything even though I can see to tooltips when moving the cursor (see the screenshot).

Additionally, when starting the engine alone (not as an existing project) I noticed that I can't select any of the options regarding the targeted device, quality and the additional content.

I have tried the following to make it work and none of these resulted with a success:

• verifying the 4.13.2 installation
• cloning our repo to a new location and opening that project
• creating another template projects (scroller and third person one)
• installing the fresh copy of the engine

I did notice that this problem appeared after I have updated Windows 10 to the "Creators Update" but have no intention of trying to remove the update or reinstalling the Windows. With the version 4.15 of the engine I didn't notice any problems.
