After many tests and changes I decided the best way to resolve this was to revert back to before the lightmaps were generated and use the version of the level prior to that as this contains the lighting set how it was intended
after generating Lightmaps on the Dragon Level it appears to have rendered some terrains and objects as too dark. I believe this may relate to global illumination but need to investigate further as there are other terrains which are not experiencing this
