Created UI Pop-up for Hat-PickUp #54

Created the UI background for the Hat Pop-Up to notify the player what type of Hat they have and what said hat does.

Need to implement the UI in to the game so that when any unique hat you pick up, it displays the name, a little quip and what the hat does for the player.
